Hoa Lʰ is a former district of Ninh BƬnh province in the Red River Delta region of Vietnam. Before 1010, Hoa Lʰ served as the capital of Äįŗ”i Cį» Viį»t. Hoa Lʰ Ancient Capital is located in Trʰį»ng YĆŖn Commune (vi). It comprises 10 communes and one township: Trʰį»ng YĆŖn, Ninh Hòa, Ninh Giang, Ninh Mỹ, Ninh Khang, Ninh XuĆ¢n, Ninh VĆ¢n, Ninh Hįŗ£i, Ninh An, Ninh ThįŗÆng and ThiĆŖn TĆ“n Township. As of 2003 the district had a population of 66,932.[1] The district covers an area of 103 km². The district capital lies at ThiĆŖn TĆ“n.[1]
The district was annexed by the city of Ninh BƬnh and formed Hoa Lʰ city on January 1, 2025.
