Misspending research dollars on nationals of unfriendly countries
If you navy research people want to waste American's tax payers money... at least make sure you give the research money to scientist that were born in the united states. I pick up the news and I see the navy funding research projects at Carnie Mellon related to artificial intelligence, and a room of Indians...make me sick... American-born scientist would be pissing their pants to work on that stuff and here you are helping out people that you secretly hate. I get sick of you dummies in the government letting Indians and Chinese come over here and eat up all the research dollars on stupid projects... you can be sure if Indians are involved its not very well thought out... I've been to their little research presentations, I feel like they actually hate American-born engineers, they might be all lovey dovey to the money boys in the government, by they act like spoiled brats that refuse to even let local-American even touch the projects without lying and making every phony excuse possible to keep down American engineers and pump up india and china. It already make be feel extremely sick that the Indians have a monopoly over staffing engineering jobs. [1]
Personally, I think you should go into Carnie Mellon and throw out all the Asians and hire back the Anglo-Saxon at the lead scientist and research assistants. Its the only way to keep the Countries competive edge. ONR Budget?

Contract administration responsibility
ONR is also responsible for administering the "indirect cost base" at 45 universities who do defense research (regardless of which agency actually contracts for the research); HHS manages this for other universities with government research contracts. Quoting OMB circular A-21, "Cost negotiation cognizance is assigned to the Department of Health and Human Services (HHS) or the Department of Defense's Office of Naval Research (DOD), normally depending on which of the two agencies (HHS or DOD) provides more funds to the educational institution for the most recent three years."
