First Sentence
The first sentence doesnt make sense. "1976 with a broad mandate to advise the President and others within the [?] on the effects of " Others within the what? I expect it should read " others within congress" or something similar, however, i am not sure exactly who it is advising so do not want to change untill this is confirmed.
