Do you have any details about why that would be impossible? Is that blog post author's emulation of the Colley Matrix thus incorrect?
Are you yourself running a Colley Matrix simulator? I'd be interested in your version's picks for 1992–1997 (and I suppose all other years).

- So I just checked myself and it appears I was just very confidently wrong on the "can't be above 1" thing. I did end up running my own sim, which realistically could just be wrong, that said Michigan was the best team. I think where the blogger went wrong was not using the FCS Grouping System that was introduced to the Colley Matrix a year before the blog was posted. Hobbes .T.
