It is called "Hemosiderin Staining", and in my case was likely caused by chronic hypertension. I'm not a doctor, but I can tell you that the condition is a warning sign that you seriously need to get your blood pressure under control. You might need to check yourself into a competent hospital for a few days for that, but I guarantee you it will be worth your while. The issue you're dealing with may be different, but with similar manifestations.
